I tried downloading again before posting. I got the same error. The one difference I assume from your setup, is that I am on MacOs. However, I have been playing and installing mods on Mac for 15+ years with a decent size mod stack.
I'll see if I can't tweak permissions on the file. If I can figure it out, I will post for future reference incase anybody else comes along with the same issue. Thanks.
**Quick edit: I am looking in the OOZE/TRANSLATIONS/ENGLISH folder, but I don't see the file fl#utf8_OOZE.TRA. Does it get moved from somewhere else?
