As for the description. I might have simply based the item on a wand and the wand unidentified description remained as the default unidentified desc. for the new item.
It should display proper description once you identify the item and it shouldn't cause any problems.
I may fix it one day, but... truth be told, it's so small that it won't be very high on my priority list
