Those are just survivors that are nothing else, but thugs that believe there is any pride left in the Legion. They are bandits who think these emblems/symbols have any meaning now.
It just struck me as odd being nearly 60 years later. It would be outside the likely lifespan of any human members. But that's my opinion.
(although, it would officially be heroES, since there is no central character in the IWD games like in the BG games )
